The Executive Office is critical to the success of all major OSOS services and responsibilities through general oversight and leadership, the development of public policy, legislative relations, and external communications.This position resides within the OSOS communications program and reports, under general direction, to the Deputy Director of External Affairs. This position is responsible for the management of content, presentation, structure, and voice of the OSOS public-facing website; a primary external communications platform for OSOS and its more than 47 division and program service webpages. This position creates, reviews, approves and publishes essential communications and resources between OSOS and the general public, news media, businesses, non-profits, State Archives and Library patrons, charity donors, historical organizations, county elections offices, and other stakeholders and constituent audiences.This position supports the OSOS mission and goals by providing clear, consistent, coordinated, OSOS-branded, accessible, and data-driven web-based communication.This is a non-permanent position funded through June 30, 2025.DutiesDutiesManagement of OSOS Website content and functionality
Tasks Include:
- Develops, creates, publishes, edits, proofreads, reviews, and archives content for the sos.wa.gov website to include: new webpage creation for OSOS programs, sunset pages. that are no longer applicable or have low traffic, edit web content for accuracy and grammar, publishes new content for programs and divisions.
- Publishes news releases, official statements, media advisories, and blogs attributable to the Secretary, executive team members, divisions, and the Office at-large.
- Manages and troubleshoots content-related escalations from contributors; escalates issues to IT division or Consolidated Technology Services (WaTech) as necessary; Serves as the single point of contact between divisions and OSOS IT/WaTech.
- Produces, determines appropriateness for publication, and publishes new and drafted web content for statewide, national, and international audiences.
- Identifies and implements design improvements through navigation review of each OSOS division’s web presence and advises leadership on progress.
- Advises division leadership teams and OSOS executives on techniques, design, and strategy for effective web-based communications.
- Directs the work and develops organizational plans for OSOS webpages utilizing web-content management software.
- Creates, implements, and manages web content publishing policy for office governance
- Develops and oversees OSOS web content standards, website writing and style. guidelines, and revision schedule adherence; ensures quality controls are in place
- Ensures uniform usage of OSOS branding that encompasses formatting, font selection, layout, and logo choice across OSOS webpages.
- Reviews, approves and publishes new content on the OSOS website; reviews text, content layout, video, imagery, hyperlinks, and page redirects of contributor-drafted web content, at a minimum.
- Organizes and chairs regular web content meetings with division web contributors.
- Plans and directs content contributors and writers from across the office to create new content that supports more than 47 program and service needs.
- Plans and creates new content, through consultation with division content contributors and writers, to achieve individual program and communication needs.
- Collaborates with the Writer/Editor and division content contributors to develop fresh content and audience growth for the office’s blog.
- Consults divisional subject-matter experts to ensure plain-spoken content changes maintain accuracy and intent.
- Updates content identified from regular content audits.
- Controls authoring site access and manages role assignment permission for division webpage content contributors
- Primary contributor to the OSOS website migration project: serves on the OSOS website migration steering committee; determines content layout and navigation for migrating program’s content; provides guidance to vendor technicians during migration activities.
- Identifies target audiences and OSOS business needs for agency web messaging; coordinates a cross-division workgroup to ensure style consistency.
- Plans, develops, and implements search-engine optimization techniques and methods to enhance website performance and service.
Website training and compliance
Tasks include:
- Serves as the primary trainer and subject matter expert for program contributor use of the OSOS web-content management software; conducts ad-hoc and periodic sessions for initial and refresher training to contributors; facilitates onboarding/offboarding activities of contributor profiles.
- Works with OSOS public records to develop website record retention protocols.
- Ensures compliance with retention protocols, policies, and applicable laws for all web content.
- Maintains comprehensive understanding of state and federal policies on digital accessibility; develops and implements measures to ensure compliance.
Performance and strategy assessment
- Assesses website usage, traffic, and engagement to inform communication planning; advises division leadership of content performance, effectiveness, and provides strategy recommendations.
- Plans and directs web content audits to ensure published content is current and relevant; archives out-of-date, under-performing content.
- Continuously researches emerging trends and best practices in user-centered web design; advises leadership on website improvements based on findings.
- Utilizes customer feedback to enhance and modify the website and its content.
Other duties as assigned
Tasks include:
- Leads other OSOS-wide communications projects as appropriate.
- Assists Communications team with various tasks including writing, media relations, proofreading, and knowledge management.
- General office support.
QualificationsRequired Qualifications:
- Two years of experience in web design and content management .
- Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position
Preferred/Desired Qualifications:
- AA degree in Communications, Media, or IT with web design coursework.
- Certification in web content management by an accredited institution
- Demonstrated understanding and application of effective web content and structure.
- Experience with web content management software
- Experience using Drupal and Cloudflare content management platforms
- Experience writing and editing web content across multiple platforms.
- Demonstrated writing and proofreading skills.
- Experience implementing SEO techniques with proven results
- Ability to use data analytics for website improvements and to monitor user experience.
- Experience developing and delivering effective training to all levels of staff.
- Experience developing and enforcing style guides and brand standards.
- Experience leading enterprise-level website content audits.
- Excellent organizational skills and ability to work under deadlines.
- Ability to work independently and collaboratively.

In this position, the incumbent works primarily in an office setting, which will require the ability to sit and/or stand for extended periods of time. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM with the ability to work irregular hours on short notice as needed to support business activities. Travel is not expected. The incumbent in this position must be able to represent the Office of the Secretary of State in a competent, confident, and professional manner, including professional dress, and be able to communicate ideas and information both verbally and in writing, and work successfully with a wide variety of people in a team environment. Duties require the use of standard office furniture and equipment. Ability to lift up to 30lbs with or without a reasonable accommodation.Compensation
