This position is responsible for the procurement of Information Technology (IT) services and the management of assigned contracts in accordance with established state and Department of Environmental Protection (DEP) laws, policies, procedures and directives, as well as OTIS’ contracted projects procedures and checklists. The incumbent will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in interactions with customers. • Develop, in conjunction with subject-matter experts, non-competitive solicitations (Request for Quotes). If needed, assist DEP General Services with development of competitive solicitations (Invitation To Bids, Request For Proposals, Invitations To Negotiate, Requests For Information) and related documents; work with applicable program area budget staff to determine available budget and obtain appropriate budget information; oversee the proper routing and approval of solicitations; ensure dissemination of solicitations to vendors; coordinate the receipt of and DEP response to vendor inquiries; participate in vendor conferences, if applicable; receive and disseminate vendor responses to selected evaluation team members, manage evaluation efforts and tabulations; coordinate software demonstrations, interviews, negotiations, contract awards, and all other interaction between DEP business, technical staff and the vendor. Perform cost analyses.

• Develop, in conjunction with subject-matter experts, final contract terms and conditions (including service level agreements, performance monitoring, and termination agreement); generate and track MyFloridaMarketPlace (MFMP) purchase requisitions to ensure the timely issuance of MFMP purchase orders (POs), and oversee the routing of contracts to ensure timely execution; create task orders each fiscal year to support contracted services; facilitate the timely and effective transition of contracted services for expiring contracts to new contracts;

• Coordinate kick-off efforts with contractor and DEP staff to ensure effective initiation of contracted services and onboarding of contracted staff. Oversee, in conjunction with subject-matter experts, contractor performance; document monitoring efforts/findings; participate in regular discussions involving contract-related activities to assist with resolution of issues and ensure contract compliance; prepare/disseminate reports of contract activities/information; maintain a controlled change order/amendment process that ensures appropriate/timely execution of contract changes; assist subject-matter experts with proper execution of corrective actions for contractor non-performance, if applicable; conduct contract close-out activities; maintain complete/accessible procurement/contract files.

• Review contractor invoices for accuracy and facilitate their timely/proper approval and payment in accordance with established state and DEP laws and policies; track contract-related expenditures to ensure contract compliance; generate regular and ad hoc reports of contract-related expenditures; work with OTIS budget staff on fiscal or budget matters involving assigned contracts; facilitate and ensure timely certification of funds when necessary.

• Provide administrative guidance or assistance to other OTIS contract managers, and other staff as needed in regard to procurement or contract management practices; provide management recommendations based on research of best practices, document business process reviews, assist with development of OTIS policies/procedures, and support the efforts of the department’s IT Strategic Plan.

• Maintain proficiency in the use of office equipment, software applications, technical writing and a working knowledge of established state and DEP laws, policies, procedures and directives as necessary to accomplish assigned duties and responsibilities.
