If so, please continue reading to learn more about this exciting opportunity in the Budget and Analysis Section with the North Carolina Department of Public Safety (DPS).The Budget and Analysis Section is responsible for the management and implementation of DPS’s nearly $900 million budget which consists of a varied and complex funding structure and includes position control for over 6,000 permanent positions and 13,000 additional temporary/contract positions.This position serves as the Lead Budget Analyst and works closely with the Deputy Budget Director in managing the daily flow of work within the Budget and Analysis Section to provide budget support and fiscal leadership to the Divisions within DPS. Position assists the Deputy Budget Director in monitoring, maintaining, and providing strict budgeting and financial accountability for all operational budgets. This includes accurate and precise interpretation of budget policies and procedures while frequently working under time pressure and with multiple projects underway simultaneously.This position works independently to manage and monitor operational budgets for Divisions within the Department of Public Safety. This work requires a close working relationship with the administrative staff and management of these Sections/Divisions. Specific responsibilities include:

  • Monitoring expenditures and budget to ensure compliance with DPS policy and the Office of State Budget & Management (OSBM) rules and regulations.
  • Investigating variances and consulting with Division staff to resolve discrepancies.
  • Performing data analysis and providing current and historical data, both independently and in collaborative settings.
  • Analyzing spending patterns and consulting with Department and Division leadership on budget requirements and limitations throughout the fiscal year.
  • Preparing continuation/base budget worksheets and change/expansion budget requests and worksheet entries.
  • Managing the yearly budget certification process and creating new budgets as required.
  • Monitoring existing internal and federal grants as well as setting up new grant cost centers and budgets.
  • Researching and approving position actions in BEACON/FIORI (an HR Information System) and creating corresponding budget entries.
  • Preparing and submitting allotment entities and reconciliations in the State’s budget and accounting systems.
  • Creating and validating cost centers and expense accounts for all operating budgets assigned to this position.
  • Approving requisitions in the State’s procurement system, job order for maintenance and construction projects, and other internal process approvals and verifications.
  • Completing special and ad hoc projects assigned by the Budget Director and DPS leadership; participation on committees and task forces.
  • Daily supervision of a team of Budget Analysts and providing training to new employees.
  • Communicating effectively, both orally and in writing, with all levels of internal staff and outside stakeholders
  • Accurately interpreting laws and policies.
  • Working independently with minimal supervision.
  • Recognizing, analyzing, and solving problems on a proactive basis.

This is a full-time position (40 hours per week) with , including paid vacation, paid sick leave, paid holidays, retirement, and health insurance.   • Experience with governmental budgeting
  • Experience in monitoring expenditures to ensure compliance with policy
  • Experience in analyzing spending patterns and making recommendations to leadership
  • Experience in investigating variances in a budget and resolving these discrepancies
  • Experience in working with operational management to identify budgetary needs and/or developing budget proposals for leadership review

Management Preferences (Optional): These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

  • Experience with executing and/or managing budgets related to emergency management or disaster recovery
  • Experience using State of North Carolina government systems, including NCFS, FIORI /BEACON, IBIS, and DSS
  • Experience in presenting budget findings or proposals to senior leadership
  • Experience in responding professionally and in a timely manner to budget requests and/or concerns
  • Excellent writing and communication skills
  • Extensive experience with Microsoft Excel

Bachelor’s degree in business administration, public administration, accounting or related field from an accredited institution and five years of experience preferably in governmental accounting or budgeting, including one year in advanced and responsible analyst or administrative capacity
or
