Applicants that do not meet these requirements will not be considered.SciTec is seeking a qualified candidates to fill the Contract/Subcontract Manager position. This position reports to Director of Contracts, and will play a critical role in supporting of our organizational growth with responsibilities for drafting, reviewing, and negotiating contracts.Responsibilities
- Draft, review, and negotiate contracts/subcontracts, modifications, teaming and nondisclosure agreements (NDA), terms and conditions, and other contract/subcontract related documents
- Provide active assistance to the project teams in the management, execution, and resolution of issues related to contract/project management and accounting (e.g., contract type, cost allowability, payment/milestone schedules, inspection/acceptance criteria, other terms)
- Serve as in-house expert on interpretation of FAR / DFARS clauses and contractual provisions
- Maintain comprehensive and reliable contract and subcontract records (e.g., proposals, contracts, correspondence, modifications)
- Develop and maintain effective business relationships with customers, partners, and subcontractors
- Prepare subcontract-level bid packages consistent with the company templates and develop the flowdowns
- Coordinate timely submission of subcontractor’s proposals. Analyze, evaluate, perform price/cost analysis, and identify risks
- Negotiate subcontract pricing, terms and conditions and prepare/issue subcontracts
· Review vendor’s terms and conditions and assist with procurement
- Closely collaborate with project teams and business operations departments (e.g. Accounting, Security, Project Control)
- Manage administrative tasks, as needed, including the coordination and support of Organizational Conflict of Interest procedures (OCI), inspection/acceptance routines, billing and payment, completion of forms, and ongoing communication with the external parties
- Assist with new business pursuits by drafting and negotiating NDAs, Teaming Arrangements, completing forms and certifications
- Support proposal preparation, including examination of solicitation requirements, cost/pricing requirements, and analyzing terms and conditions to adequately assess risks in accordance with company policies, legal requirements, and customer specifications
- Participate in the development, periodic revision, and implementation of the company’s subcontract templates
- Perform the duties in compliance with company policies and procedures. Exercise diplomacy and tact in communications with colleagues and external customers
- Occasional travel: less than 10%
- Other duties as assigned
Requirements
- Strong knowledge and hands-on experience with a variety of contract types (FFP, T&M, Cost/Cost-plus); understanding of the principles related to agreements under Other Transaction Authority (OTA) and Uniform Commercial Code (UCC)
- Strong knowledge of (i) FAR / DFARS, and (ii) The NCMA Contract Management Standard™ or equal industry-recognized contract management standard
- Demonstrated ability to draft and negotiate contractual language
- Professional Contract Management Certification (CPCM, CFCM)
- Bachelor’s degree with at least 12 years of experience in Contract Management, OR a Master’s degree with at least 8 years of experience (a degree should be in Business or relevant area of specialty; relevant experience in Procurement or Project Management may be considered as qualifying)
- Prior experience effectively communicating and presenting across associated disciplines and functional teams
- Ability to work independently and collaboratively as part of a dynamic, high-performance team to proactively resolve contractual issues
- Ability to understand and analyze complex proposal data and contract terms
- Ability to prioritize multiple responsibilities and ensure timely accomplishment
- Ability to obtain and maintain an active Top Secret Security Clearance.
- Strong verbal and written communication skills
- Proficiency with Microsoft Office
- Demonstrated attention to detail
Candidates who have one or more of the following skills/qualifications will be preferred
- Experience in maintaining OCI procedures
- Active Secret or Top Secret Security Clearance
- Juris Doctor degree

The pay range for this position is $120,000 – $165,000/year. SciTec considers several factors when extending an offer of employment, including but not limited to the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
