OPEN COMPETITIVEYour Specific Responsibilities:Conducts comprehensive remote and on-site monitoring reviews of statewide workforce programs to determine compliance with applicable laws, rules, regulations and state guidance.Investigates, assesses and analyzes program records and files, identifies potential problem areas, evaluates the impact on program operations, and makes recommendations to resolve issues and problems observed. Consults with staff members to develop solutions for programmatic and operational problems.Prepares written monitoring reports including any findings or issues resulting from the monitoring reviews.Provides direction, guidance and technical assistance for specific workforce programs which includes the development of appropriate training and providing the training and technical assistance as needed.Reviews policies, procedures, guidelines and state and local plans and evaluates the impact on operations and recommends appropriate action. Writes policy and plans as necessary.Serves in a review lead capacity, as assigned, and schedule logistical and other details of the review with local board staff and team members. Follows up on concerns and develops and updates quality assurance tools as needed.Provides direction and counsel to administrator and staff in the management and operation of service programs and responsibilities.Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to utilize problem solving techniques.

Qualifications:As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel is required.

Preferred:

  • Bachelor’s degree from an accredited college or university or professional related work experience relevant to this position may substitute on a year for year basis for the college education.
  • At least two years of experience researching federal and state laws, regulations and other governing authorities for a state or federally funded program.
  • At least two years of experience working in a professional capacity with workforce development programs.
  • Professional monitoring and writing experience.

To find out more about us, click on the link:The Work You Will Do:The Government Operations Consultant II (Statewide Program Monitor) is a member of the Programmatic Monitoring Unit within the Division of Workforce Services, Bureau of One-Stop and Program Support. This position conducts advanced-level professional work related to monitoring the state’s 21 local workforce boards to ensure compliance with governing federal and state laws, rules, regulations, and other authoritative guidance.We are seeking a candidate who has excellent monitoring, investigative, writing, analytical, data collection, problem solving, and customer service skills who works well independently as well as part of a team. Additionally, we are seeking a candidate who is skilled in researching and organizing data into a logical format for presentation in reports, documents, and other written materials.
