Pay: $52,064.04 – $53,534.28 AnnuallyYour Specific Responsibilities:

  • Responsible for the regulatory administration and compliance actions on all Office of Long-Term Resiliency administered projects covered by the Uniform Relocation Act.
  • Ensures through oversight monitoring reviews that General Information Notices and related temporary relocation assistance and displacement activities are performed, as appropriate.
  • Maintains adequate records for all Office of Long-Term Resiliency administered projects.
  • Responsible for the regulatory administration and compliance actions of the federal labor standards provisions on all Office of Long-Term Resiliency administered construction projects covered by the Davis-Bacon Act and subsequent requirements.
  • Provides labor standards pre-construction direction and support to project principals.
  • Ensures through oversight monitoring reviews that no prime or sub-contract is awarded to a construction contractor that is ineligible for federally assisted work.
  • Ensures that the proper Davis-Bacon prevailing wage rate and applicable Fair Labor Standards Act provisions are incorporated into all construction contracts and subcontracts.
  • Conducts on-site inspections to interview laborers and to ensure Davis-Bacon wage decisions and all applicable U.S. Department of Labor (DOL) posters are properly displayed.
  • Reviews and verifies payroll records, benefit statements, and apprenticeship paperwork to determine compliance with applicable rules and regulations on a weekly basis.
  • Oversees any compliance or corrective actions that may be required as a result of Labor Standards provisions and requirements, including referring any violations to DOL.
  • Issues requests for missing and revised documentation and corresponds with the applicable contractor’s staff to ensure compliance.
  • Completes labor standards audits, drafts Section 3 Compliance and Davis-Bacon Wage Final Reports and maintains Office of Long-Term Resiliency records relating to Davis-Bacon and Related Acts and Section 3.
  • Assists DEO with monitoring of subrecipients to ensure uniform relocation act, Section 3, and labor standards compliance.
  • Prepares and participates in program presentations and trainings.
  • Performs other duties as assigned, including compliance and policy related duties as needed.

Required Knowledge, Skills, and Abilities:

  • Working knowledge in HUD and URA regulations.
  • Knowledge of federally assisted and conventional rental housing regulations.
  • Ability to implement and communicate federal policies and regulations.
  • Ability to communicate complex relocation rules, regulations, and plans in simple language to a wide variety of audiences.
  • Extensive knowledge and understanding of Labor Compliance policies, procedures, and practices.
  • Extensive knowledge and understanding of Davis-Bacon Act and related compliance requirements.
  • Skill in performing audits on certified payroll documents.
  • Skill in analyzing documents using critical thinking.
  • Must be detailed and possess excellent written and verbal communication skills.
  • Must possess a strong working knowledge of computer programs such as Excel, Word, Outlook, and SharePoint.
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks.
  • Ability to work independently and exercise sound judgment while representing the Department’s best interest.
  • Proficient verbal and written communication skills.
  • Proficient customer service skills.
  • Ability to meet deadlines without sacrificing accuracy, customer service or ethics.
  • Ability to conduct research and provide reports and analyses as required.
