Description: Job DescriptionThe Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.Information Technology Services (ITS) is recruiting for one (1) Senior IT Architect, to function as Senior IT Architect, who, under executive direction of the Assistant Deputy Commissioner for HRA Portfolio under Enterprise Solutions Management, with wide latitude for the exercise of independent judgment and decision-making, will proactively and holistically help guide HRA Portfolio through transformation and optimization initiatives. The Senior IT Architect will focus on understanding and applying existing, new, and emerging technologies to transform and optimize business and operating models and help the HRA portfolio to plan, design, innovate, orchestrate, facilitate, navigate and operationalize the digital enterprise.The Senior IT Architect will:– Develop a deep understanding of the agency’s IT policies, infrastructure, technology stack, and
support processes using their experience in systems engineering and Solution architecture to
define/align with Enterprise standards and enforce adherence to those standards.– Develop and maintain IT architecture diagrams of Systems, business, data, security and/or
technology architectures for IT solutions, concepts and strategies to meet business requirements
for target audiences.– Confirm the conformance of applications, components, and services to established standards
throughout the application development lifecycle.– Assist with major projects such as Access HRA, Paperless Office Systems and new software
products, including continued support, documentation and training.– Develop and present gap analyses and IT investment roadmaps to define future-state business
capabilities around ecosystems and digital platforms. Lead analysis of the ITS environment to
detect critical deficiencies and recommend solutions for improvement of governance model,
which is informed by the business strategy and corporate governance. Clarify accountability
and provides the focal point for agile, effective, and efficient decision making.Hours/Shirt:Normal Business HoursQualifications1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or3.
